1967 Mercury 3.9

I picked up a old Mercury 3.9 and it won't turn to steer it any ideas on how to free it up or does anyone know if there is a locking pin or something that it may be hanging up on. When I got it it would not run but after a couple hours of tinkering it runs great.

I had the same problem with the same year/model that you have. This worked on mine. I simply heated the shaft where it pivots, worked it back and forth. Did this a couple times, then put some new grease in. After forcing it to pivot with the new grease, it loosened up. Hope this easy fix works on yours.
