That looks like one of the old Glen-L Swish plans that they originally developed for Popular Mechanics in the fifties. -

...Glen-L also had a model called the El-Dorado that looked very similar, with decent-sized fins. It almost looks like the builder of this boat slightly exaggerated height of the fins...(?)
